In returning the accompanying papers referred to me by Your Lordships on the 31st ultimo, on the subject of an application made by the Eastern Extension Telegraph Company for permission to land at Hongkong a submarine cable to connect that Colony with Tonquin, I beg leave to state that if the Company are prepared to accept the conditions named in the Colonial Office letter M.O. 12687 of the 27th ultimo, I see no objection to the required permission being granted.
